NCCE Upper East Regional Office Engages Public on Freedom of Expression and Responsible Communication

As part of its ongoing civic education outreach aimed at deepening democratic values and promoting active citizenship, the Upper East Regional Office of the National Commission for Civic Education (NCCE) participated in a public discussion on freedom of expression and free speech on Wednesday, 10th June 2026, on Blue Wave Radio.

The interactive programme, hosted by Maurice, brought together listeners, community members, youth, and local leaders to discuss the constitutional right to freedom of expression, responsible communication, and the importance of open dialogue in a democratic society.

Speaking during the programme, Mr. Augustine Akugri of the Upper East Regional Office emphasized that freedom of expression is a fundamental right guaranteed under the 1992 Constitution of Ghana and serves as one of the pillars of democratic governance. He noted that the right enables citizens to express opinions, participate in national discussions, hold leaders accountable, and contribute meaningfully to the development of the country.

Mr. Akugri, however, stressed that the exercise of free speech comes with responsibilities. He explained that citizens must use their right responsibly by ensuring that their expressions do not infringe on the rights, dignity, or reputations of others. He cautioned against the spread of misinformation, hate speech, and inflammatory comments, particularly on social media platforms, where information can travel rapidly and influence public opinion.

The discussion further explored practical issues relating to responsible social media usage, civic participation, and the need to balance freedom of expression with respect for diverse views and perspectives. Participants were encouraged to engage in constructive dialogue, verify information before sharing it, and contribute positively to public discourse.

Mr. Akugri also highlighted the role of informed and respectful communication in strengthening national unity, promoting social cohesion, and safeguarding Ghana's democratic gains. He urged citizens, especially young people, to use digital platforms to educate themselves, share knowledge, and participate in civic activities that advance national development.

The programme provided listeners with the opportunity to ask questions and share their views on issues relating to free speech and responsible communication. The lively interaction demonstrated the public's growing interest in civic issues and their commitment to democratic participation.

The engagement forms part of the Commission's continuous efforts to educate citizens on their constitutional rights and responsibilities while promoting a culture of tolerance, respect, and informed civic engagement across the country.
