The Western Regional Office of the National Commission for Civic Education, in collaboration with the Ghana Centre for Democratic Development, CDD-Ghana, held a regional stakeholder forum on 2 March 2026 on the Draft Political Campaign Financing Bill. The engagement sought to gather stakeholders’ views and help shape the proposed legislation on political campaign financing in Ghana.
The forum attracted 50 participants from a cross section of stakeholders, including representatives of Traditional Authorities, the Clergy, youth groups, women’s groups, civil society organisations, Assembly Members, Unit Committee Members, former parliamentary candidates, Persons with Disabilities, and political parties. Their presence reflected growing public interest in ensuring that political campaign financing in Ghana is guided by fairness, transparency, and accountability. The wide range of participants also added depth to the discussions and helped ensure that the consultation captured diverse views and experiences from across the region.
Addressing the forum, the Deputy Commissioner in charge of General Services at the NCCE, Lawyer Victor K. Brobbey, underscored the importance of developing a clear and enforceable framework for political campaign financing. He noted that transparent political financing remains central to credible elections and responsible leadership because it influences the conduct of political campaigns, shapes public confidence, and affects the overall quality of democratic competition. He therefore encouraged participants to offer practical recommendations that would strengthen compliance, accountability, and citizen trust in the political process.
Also speaking at the forum, the Programme Officer at CDD-Ghana, Mr Joseph Oti Frimpong, took participants through key considerations that inform political campaign financing reforms and the need to align the proposed regulations with Ghana’s democratic development agenda. He stressed that stakeholder consultation is essential in shaping legislation that is realistic, responsive, and enforceable, and reaffirmed CDD-Ghana’s commitment to supporting inclusive democratic reforms through evidence-based civic engagement.
Discussions focused on the principles that should guide political finance regulation, the role of oversight institutions, the importance of disclosure and accountability, and the need for mechanisms that promote fairness among political actors. Many of the participants made relevant suggestions during the discussions, contributing practical perspectives on how the proposed bill can better respond to the realities of Ghana’s political environment and strengthen confidence in electoral processes.
Beyond the immediate discussions on the bill, the engagement underscored the important role of citizens, community leaders, and organised groups in democratic consolidation. It also highlighted the value of broad-based consultation in shaping electoral reforms that reflect the public interest and support the development of a more transparent and accountable political system.
Sponsored by CDD-Ghana with funding support from the Foreign, Commonwealth and Development Office, FCDO, the engagement formed part of broader efforts to promote civic education and participatory policy dialogue on key national governance issues.
